The following initiatives are being progressed by ARTC:
Safe Working Service Providers
Established a framework for the provision of safeworking services.
All safe workers engaged by ARTC sourced from an authorised safeworking provider.
Implemented a process to review and monitor the effectiveness of organisations providing safeworking services to ARTC and contractor partners.
Safeworking Personnel and Competency Standards
Reviewed and updated RTO training resources to reflect the required core technical knowledge
Implemented a non-technical training competency to enhance behavioural skills, including communication, trust, making high quality decisions, leading by example, increasing confidence, as well as feedback and listening, to improve safe working processes on track.
Defined the competency assessment framework for the Non-Technical Skills training program.
Safety Critical Information
Established a framework for managing, updating and disseminating safety notices, waivers and alerts.
Introduced a single point of truth to access safety notices, waivers and alerts on the ARTC website.
Communications
Implemented eTAP in NSW, enabling a reduction in voice communications between network control and protection officers.
Co-developed with RISSB a communication standard that improves the accuracy of communication between network controllers, rail traffic crews and safeworking personnel.
ARTC Corridor Access Management
Implemented improved planning processes to identify and authorise access to enter the ARTC rail corridor.
Managing ARTC field work through the use of iPads, enterprise asset management system and fieldworker app.
Prework Brief & Worksite Protection Plan
Definition of roles and clarity of responsibilities between the Protection Officer/ Track Force Protection Coordinator/ Track Worker and the site supervisor.
Improved forms and instructions, increasing the accuracy of information and avoiding miscommunications.
Assurance
Implemented a targeted Safe Work Interaction campaign for leaders to discuss safeworking with workers.
Location awareness
Launched KM2ME for Android which uses the mobile phone’s GPS location to notify the user of their location on the ARTC network (km and line section).
Hierarchy of protection
Defined the roadmap for the introduction of a new hierarchy of protection for the ARTC network.
