Memoranda of Understanding (MoUs) support ONRSR’s work with other agencies by recognising the roles of parties and facilitating coordination to improve regulatory efficiency and effectiveness.

ONRSR has MoUs in place with international regulators, workplace safety authorities, Police, dangerous goods regulators, technical regulators, safety investigators and other national bodies.

ONRSR continually reviews which documents can be made available to the public to enable greater transparency. With the agreement from participating parties, when these documents are created or updated, they will be considered for publication on ONRSR’s website. A link to these MOUs will be provided within the information below as and when they become available.

ONRSR’s MoU with the United Arab Emirates’ Federal Transport Agency encourages collaboration and information-sharing in the pursuit of safe railways and high quality safety regulation.

ONRSR has MoUs with workplace safety authorities in the Commonwealth (ComCare), Australian Capital Territory (WorkSafe ACT), New South Wales (SafeWork NSW), Northern Territory (NT WorkSafe), Queensland (Office of Industrial Relations), South Australia (SafeWork SA), Tasmania (WorkSafe Tasmania), Victoria (Worksafe Victoria) and Western Australia (Department of Mines, Industry Regulation and Safety).

These MoUs promote a collaborative approach to the administration of rail safety and WHS regulation. The joint goals of ONRSR and the workplace safety authorities are to improve communication and reduce duplication and influence a reduction in the quantity and severity of safety incidents.

ONRSR enters into MoUs with Police forces around Australia to facilitate cooperation in relation to cross operational issues, particularly in relation to incidents between rail and road vehicles and serious rail accidents. At the present time, ONRSR has MoUs with the ACT Policing (Australian Federal Police), Queensland Police Service, South Australian Police, Victoria Police and the Western Australian Police.

The joint goals of ONRSR and Police are to improve communication and collaboration on rail safety issues, ensure confirmatory drug & alcohol testing is undertaken and effective coordination of responses when an incident occurs.

ONRSR has MoUs with State and Territory dangerous goods regulators (Competent Authorities). These are the NSW Environment Protection Authority, SafeWork NSW, NT WorkSafe, Queensland Department of Transport and Main Roads, SafeWork SA, WorkSafe Tasmania, Worksafe Victoria and the Department of Mines, Industry Regulation and Safety (WA).

These MoUs promote a collaborative approach to the regulation of the safe transport of dangerous goods by rail. The joint goals of ONRSR and the Competent Authorities are to improve communication and reduce duplication and influence a reduction in the quantity and severity of safety incidents.

ONRSR has an MoU with electrical safety regulators in the ACT (Access Canberra), NSW (Independent Pricing and Regulatory Tribunal), Victoria (Energy Safe Victoria), and South Australia (Office of the Technical Regulator).

The MoU sets a high-level commitment to a constructive and cooperative relationship in the common pursuit of safety and facilitates coordination and cooperation on overlapping areas of regulatory responsibilities. ONRSR has also entered into MoUs or other cooperative arrangements with the technical regulator in the ACT (Utilities Regulator), the Australian Transport Safety Bureau and the Office of the Chief Investigator, Transport Safety (Victoria) and with the National Transport Commission.

These MoUs facilitate cooperation in recognition of the shared interests of parties in relation to policy development, rail regulation and investigation.
