ONRSR will be using the closing months of 2020 to undertake stakeholder consultation on a range of key policy matters affecting the Australian rail industry.
Of course, we would have preferred to have held these sessions earlier in the year and in the traditional face to face format, but the COVID-19 pandemic has forced us to reconsider both the timing and our approach. Face to face workshops will still be held where border restrictions allow (currently Queensland, New South Wales and South Australia).
Among the topics to be canvassed is the progression of a national cost recovery model based on risk and regulatory effort. To date ONRSR has been working closely with an industry reference group but is now in a position to broaden the engagement around a model that represents a significant shift from the current cost recovery arrangements.
Between now and the end of the year ONRSR and ARA will jointly engage with industry and associated rail safety stakeholders on the National Rail Safety Data Strategy. The strategy has been developed by ONRSR, ARA and industry representatives with the aim to achieve a relevant, consistent and high-quality national rail safety dataset that is readily available to stakeholders to inform rail safety decisions.

Elsewhere, a Consultation Regulatory Impact Statement (CRIS) has been prepared seeking stakeholder input to the policy development for in cab video and audio recordings. Consultation is open from Monday 28 September 2020 to Friday 23 October 2020.

These are very important matters for ONRSR and the industry, having the potential to fundamentally change the way we work – for the better. As such it is important that industry members send the relevant senior representative to attend consultation sessions and provide feedback to the CRIS.
