Safe railways for Australia

Notification of change

Accredited rail transport operators (RTOs) are required to notify the Office of the National Rail Safety Regulator (ONRSR) of proposed changes to their operations.

A notification of change is required when the proposed change is within the scope and nature of a RTO’s permitted railway operations, as specified in the Notice of Accreditation. If the proposed change is outside the scope or nature of the accreditation, then the RTO is required to submit a variation of accreditation.

Regulation 9 of the Rail Safety National Law National Regulations 2012 details the types of changes that require a notification of change.

All notifications of change must be submitted to the ONRSR using the ONRSR’s Notification of change to railway operations form. Further information regarding notification of change is available in the Notification of change policy and the Notification of change fact sheet.

For all enquiries relating to notifications of change, please contact or phone 08 8406 1500.
