The core functions of the ONRSR are undertaken by the five corporate divisions.

National Operations

Oversees the regulatory functions covered by the Rail Safety National Law including issuing rail operator accreditations, conducting compliance and enforcement activities and providing education and advice to promote and facilitate safety improvement.

Policy, Reform and Stakeholder Engagement

Develops corporate policies and procedures, provides input on safety improvement projects and manages engagement with industry and government stakeholders.

Corporate Counsel

Manages ONRSR's legal issues, both related to rail safety regulation and also from a corporate perspective.


Manages delivery of ONRSR's enabling business systems including information management and technology, finance, human resources and records management.


Provides specialist rail safety services in support of rail regulatory activities such as compliance investigations, engineering expertise, safety projects and learning and development.
